ORGANIZATIONAL UNIT
The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union. The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy. The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public.
The mission of the OU is to provide independent and objective audit, investigation and evaluation services designed to add value and improve the Organization’s operations and to enhance the integrity and reputation of the Organization across the whole ITU. The OU assists -in an independent manner- the ITU Secretary-General in the fulfilment of management, oversight and integrity responsibilities. The OU respects the federal structure of the ITU as enshrined in the Constitution and Convention and works with the three Bureaux in a cooperative manner. The OU is headed by a Chief of Oversight.
The Oversight Unit enjoys functional and operational independence in performing its duties.
ORGANIZATIONAL CONTEXT
Under the supervision of the Chief, Oversight Unit (OU), the Investigator will be responsible for conducting independent investigations into allegations of misconduct within the ITU. This role involves planning and undertaking complex oversight assignments related to investigations, preparing comprehensive reports, and providing advice on best practices. The successful candidate will ensure that investigations are conducted effectively, efficiently, and in alignment with ITU's strategic objectives.
DUTIES AND RESPONSIBILITIES
The duties to be performed are as follows:
- Investigations:
- Plan, design, and conduct investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations; ensure investigations are thorough, impartial, and conducted with the highest levels of integrity.
- Conduct investigations in accordance with generally recognized international investigative standards and internal procedures, utilizing information technology when appropriate.
- Report Preparation:
- Prepare high quality, comprehensive investigative work products, including preliminary assessments, investigation plans, reports of investigation and case closing memoranda, including findings, conclusions, and recommendations.
- Ensure reports are clear, concise, provide actionable insights and meet both internal and external standards.
- Coordination and Collaboration:
- Work collaboratively with other departments and external stakeholders to ensure effective oversight processes.
- Contribute to the ongoing development of professional practices within the ITU OU, including the exchange of experiences with team members and external counterparts.
- Oversee the work of contracted investigative specialists, ensuring that outputs are delivered according to time, budget and quality standards, and review investigative reports and work-papers/documentation.
- Policy Development:
- Contribute to the development and implementation of OU strategies, standard operating procedures and policies related to investigations, including maintaining and developing policies and procedures for the intake and assessment of complaints and allegations of misconduct, as well as for the initiation, conduct and conclusion of investigations.
- Provide advice on best practices and ensure compliance with relevant standards and the ITU's regulatory framework.
- Intake and Case Management:
- Ensure the timely, thorough, and effective handling of case intake, triage and preliminary assessments in alignment with UN standards, while maintaining a high level of professionalism and accountability.
- Ensure that the Case Management System and investigation files are updated and maintained according to relevant standards and procedures, ensuring that, at a minimum critical files are securely preserved.
- Digital Forensics, IT tools and Data Analytics:
- Ensure the effective management and application of digital forensic techniques and tools in the investigation process, supporting investigations with reliable, accurate, and legally admissible evidence, while maintaining high standards of integrity, efficiency, and compliance with international and UN-specific standards.
- Support efforts to develop IT data analytical tools, as well as other mechanisms, to improve oversight activities.
- Perform other related duties as assigned.

QUALIFICATIONS REQUIRED
Education:
Advanced university degree in law, criminal justice, political science, accounting or a related field. OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
For internal candidates, a first university degree in one of the fields above in combination with ten years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
Formal training and certifications in investigations will be highly regarded, including but not limited to certifications in fraud, sexual exploitation and abuse (SEA), and abusive conduct.
Experience:
A minimum of seven years of progressively responsible experience in investigations, law enforcement, or a related field, including at least three at the international level.
A Doctorate in a related field can be considered as a substitute for three years of working experience.
Experience in conducting investigations within an international organization is highly desirable.
Experience in handling investigations related to abusive conduct will be highly regarded.
Languages:
Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration).
