Description du poste

The University of Bern offers over 120 continuing education programs. The Center for University Continuing Education (ZUW) supports and advises the university's faculties and institutes in the planning, organization, promotion, implementation, and evaluation of these programs, while also offering its own continuing education opportunities.

One of ZUW's flagship programs is the International Program for Development Evaluation Training (IPDET), implemented in close partnership with the Global Evaluation Initiative (GEI), World Bank. This program aims to strengthen the monitoring and evaluation (M&E) capacity of individuals within key stakeholder groups in developing countries. It does so by providing high-quality M&E training and fostering networks and knowledge-sharing among participants. IPDET includes a summer course in Bern, online courses, and on-demand customized in-house trainings for institutions. In 2025, two new regional training programs will be introduced alongside the summer on-site program in Switzerland. The ZUW serves as the hub for all continuing education activities under the IPDET umbrella.

As a core implementing partner of GEI, IPDET contributes to GEI's vision of strengthening monitoring, evaluation, and the use of evidence in developing countries. We are currently seeking an

Academic Staff Member to serve as the Head of Program IPDET (80%)

with a preferred start date of December 1, 2024. This position is initially limited until December 31, 2027, with the possibility of extension based on successful implementation and further development of the program. Under the leadership of the Head of Program, IPDET will be enhanced to support expanded offerings, including the development of competencies-based curricula, training of trainers, the creation of a global pool of instructors, the development and quality assurance of regional IPDET programs, coordination of the GEI on-demand training mechanism, and the strengthening of alumni relations.

Tasks
  • Provide strategic vision and leadership to IPDET, including business development, partnership building, and alignment of IPDET offerings with global evaluation capacity development (ECD) needs.
  • Lead, organize, and implement all IPDET offerings, including its regional training, as well as on-demand, customized trainings for institutions.
  • Develop new programs and further enhance existing ones (including curriculum and didactic development).
  • Lead a team of five, including GEI training mechanism coordination, program operations, finance, communication and marketing, and administrative assistance.
  • Engage in teaching activities in IPDET based on capacity and academic background.
  • Ensure the quality of training design and delivery, program evaluation, and reporting.
  • Oversee financial management of IPDET, including grant management.
  • Align IPDET's activities with GEI priorities.
  • Engage and nurture IPDET's alumni network to strengthen the program globally.

Requirements

  • A Master's degree in social sciences (PhD preferred) with at least 15 years of proven experience in evaluation capacity building, including developing and delivering evaluation training curricula, as well as conducting and managing evaluations in an international development context.
  • Experience leading teams in a multicultural environment.
  • University experience, either academic or administrative, is advantageous.
  • Experience in adult learning is a plus.
  • Strong organizational skills and an entrepreneurial spirit.
  • Flexibility, reliability, and a confident, friendly demeanor.
  • Strong teamwork skills and high social competence (willingness to work with various contacts).
  • Willingness to travel.
  • Excellent verbal and written English language skills are essential; working knowledge of German is a plus.
